The exposure map is also known as the DNL contour. DNL stands for day-night average sound level and is an average of daily noise exposure over an annualized period. DNL contours ultimately determine which areas and homes are eligible for MAC funded mitigation programs, including the sound mitigation program.
The cities touched by the 65 DNL noise contour each have a representative on the committee. These cities include Bloomington, Eagan, Mendota Heights, Minneapolis, and Richfield. The sixth community seat on the NOC is a shared at-large representative for other cities affected by airport noise including Apple Valley, Burnsville, Inver Grove Heights, St. Louis Park, St. Paul, and Sunfish Lake. After repeated requests to be given representation on the NOC, the NOC voted to grant Apple Valley status as an at-large community in March of 2006.
ALF Ambulance is a municipal-based advanced life support ambulance service operating under a Joint Powers Agreement and serving the Cities of Apple Valley, Lakeville and Farmington and adjacent townships in Dakota County.A Board of Directors, which is comprised of a council member from each member city, is responsible for governance of the ambulance service including budget and program policies. The Board is responsible for establishing service requirements related to the provision of Advanced Life Support ambulance service in the three communities. An Executive Management Committee oversees the administrative functions of the organization. The Committee provides the organization with a broad range of quality expertise and experience in the fields of administration, personnel management, public safety and finance. The Executive Management Committee, which is comprised of one City Administrator and a staff member from each of the three cities, is accountable to the Board of Directors.

All building permit applications must be submitted electronically via our Permit site. The type of work you are doing will determine the required submittal documents. If plan review is required you will be notified that plans are required. Check your spam/junk email if you do not see the email in your inbox. Please use our step by step instructions and allow 8-10 business days for review of your residential building plans. If your submitted documents require corrections, it may take longer. When the review is complete, you will be contacted by email with the remaining fee total. Permits must be approved and paid in full before any work can begin.
Permits are usually required for the following: New Buildings; Additions (bedroom, bathroom, basement finish, family room); Residential Work (deck, porch, garage, fence, fireplace, pool, water heater, water softener, furnace replacement); Renovations (garage conversion, basement finish, kitchen expansion, siding, roofing); Electrical; Plumbing Systems; HVAC/Mechanical Systems (heating, ventilating, and air conditioning systems).

GARAGE SALES - garage sales are limited to three (3) consecutive days and not to exceed three (3) events per calendar year, per residence.

VEHICLES FOR SALE - Vehicles "For Sale", or lease, cannot be parked in commercial or industrial districts or on public streets. Storage of vehicles or inoperable vehicles is also prohibited in these locations.
GARBAGE CANS - containers not stored inside a building or screened area.
ABANDONED or JUNK VEHICLES - inoperable automobiles on private property for 90 days or more and have expired license tabs.
PUBLIC NUISANCES - examples include accumulation of debris/junk/pet feces and obstruction of public sidewalks and/or streets by tree limbs, bushes, building materials, vehicles, etc.
PROPERTY MAINTENANCE - buildings, structures and accessory structures not maintained in good repair.
A home occupation shall not be interpreted to include tourist homes, restaurants, or similar uses.
All accessory buildings or structures 144 square feet in area or less, except those related to a farming operation shall be located in the side or rear yard and no closer than five feet to any property line or 20 feet to a side lot line, if adjacent to any public street right-of-way.
The accessory building shall not encroach into a drainage and utility easement or any other public land or right-of-way. Please review the certificate of survey for the subject residence prior to constructing any accessory building. Accessory buildings smaller than 200 square feet do not require a building permit.
Redistricting is the process of redrawing the boundaries of election districts. This is done every 10 years in the United States, after completion of the decennial census. The City of Apple Valley completed its redistricting process on March 24, 2022.
As the population changes, congressional and legislative district boundaries are redrawn in order to give all persons within the state equal representation. Cities must then establish its precincts to conform with these new boundaries. In addition to the new district boundaries and population, Apple Valley also considered factors such as the number of register voters, voting history by precinct, polling sites, anticipated growth, and impact to voters.
Precinct boundary changes will affect 11,445 or approximately 20% of the City’s total population, which now stands at 56,374. About 7,472 registered voters will be affected.
11 of Apple Valley’s 16 precincts have new boundaries. The boundaries for precinct numbers 1, 2, 3, 7, and 8 did not change.
Only 2 of Apple Valley’s 16 precincts had a number change. Former precinct 5A (Hope Church) is now precinct 16, and former precinct 5B (Bethel’s Rock Church) is now precinct 5.
Resolution No. 2022-55 was approved by the City Council on March 24, 2022, which describes the precinct boundaries and polling places for 2022 elections.

The right of way area behind the curb is also used for snow storage when the city plows streets. The city administers the use of this area through a permitting process. Right of way locations can be found on the Dakota County website.
Typically, easements are either included as part of the original plat of the property or have been established through negotiation with a property owner. The easement stays in effect until the easement is no longer needed and is vacated. If the property is bought and sold, the easement remains in effect.
Almost every property has an easement of some form on it. The most common form of easement in a residential area is a drainage and utility easement. This easement is normally 5 to 20 feet wide and runs on all sides of a property. This allows for uses such as drinking water, drainage, and sewer conveyance as well as private utilities such as phone, gas, and cable.

The city ordinance prohibits any type of open flame on any balcony, above ground-level, or on any ground-floor patio within 15 feet of a structure where two or more units exist on more than one level. Open flames are prohibited unless each of the separate dwelling units has its own private means of ingress and egress. Fuel storage is also prohibited in such structures.
Electric or gas-fired barbecue grills that are permanently mounted, wired, or plumbed to the building’s gas supply or electrical system and maintain a minimum clearance per manufacturer instructions may be installed on balconies and patios when approved by the Fire Marshal. Please also check with your building management on allowing a mounted unit.

Please shovel the hydrant clear of snow! The City of Apple Valley does not have staff assigned or available to clear hydrants as there are more than 2500 hydrants throughout the City. We ask and encourage all neighbors and business owners to work together to maintain a 3-foot clearance around each hydrant year-round. In the case of multi-family communities (townhomes, condominiums, apartments, etc.), it is the management’s responsibility to ensure that hydrants remain clear and ready for use.

No. Apple Valley city ordinance requires that fire hydrants have a 3-foot clearance around them at all times. Yes. The fire prevention division has developed a fire safety education program that is incorporated into station tours for guests of all ages. These tours can be scheduled by calling 952-953-2600 or by email.
The Apple Valley Fire Department does not have the certified staff to assist with infant car seat installation. The Apple Valley Police Department does have staff that are certified to properly install infant car seats.
If you have filled out a job interest card for Firefighter with the City of Apple Valley, you will be notified when the hiring process begins. Additionally, there are NOW HIRING banners posted at each fire station when the process begins. Firefighter hiring is done to fill vacancies at fire stations. Typically, the hiring process begins in the spring.
Apple Valley Fire Department is a paid-on-call department where our firefighters respond to their assigned station when the pager they have been issued alerts them to an emergency call. The only full-time positions within the department are the Fire Chief, Deputy Chief, Fire Marshal, Fire Inspector, and the Department Assistant.

As our City has grown, there has been an increased demand of our parks and recreation system. Reinvesting in our City's parks, trails, and recreational facilities will help us continue to provide for our residents, protect property values, enhance the natural environment, attract new residents, and draw visitors to local businesses, which helps support the local economy. The Parks Referendum is being presented as a direct response to residents’ requests for improvements to our parks system. After thorough research and public input, the proposed projects have been identified as priorities by the community.
After gathering valuable input from residents and parks and recreation system users over the last two years, the City has developed a two-question Parks Referendum plan, Question 1 asks residents to consider an investment of $66,750,000 to fund priorities outlined by the community. The investment plan would include:

Apple Valley residents played a major role in shaping this investment plan. Residents were asked for their input to help establish priorities over the course of the last two years through meetings, social pinpoint comments, emails, surveys, etc. The Parks and Recreation Advisory Committee (PRAC) also played a significant role in the community engagement process. Results from two statistically accurate community phone surveys helped the PRAC narrow down options and priorities. Since then, we have continued to listen to feedback and views through events, surveys, and other activities. Based on this feedback, City staff developed a long-term plan to invest in our parks and recreation system and the services it supports.
If the referendum is successful, the City will likely sell the bonds over a three- to four-year period. This will mean that the increase in property tax impact will also be spread over three to four years.
The City may sell approximately 25% or 33% of the bonds in 2024, 2025, 2026, and/or 2027. Once bonds are sold in a particular year, they will not impact your property taxes until the following year. As an example, if the City sells bonds for four consecutive years beginning in 2024 (2024, 2025, 2026, and 2027) the increase in property tax impact would begin in 2025 and continue for four consecutive years (2025, 2026, 2027, and 2028) and then remain constant for the remainder of the 20-year period until the bonds are retired.

Program requirements are subject to change by the state. The refund is claimed on the MN Homestead Credit Refund form M1PR, it can be completed and filed electronically directly on the Department of Revenue website.
By law, any public project with a value greater than $175,000 must be bid and awarded to the lowest responsible bidder. The City will use a process that informs and encourages local bidders, while still respecting the state law. If local contractors are the low bidders, the City will use local contractors.
The longer we wait to address the issues, the more our needs are likely to grow, and the longer residents will have to wait for services and amenities that they have been asking for. Further, it's likely that construction costs will continue to increase each year. Ultimately, voters in Apple Valley will decide whether now is the right time to make these investments.
Yes, a variety of local groups have shared their views and ideas, including families, civic groups, businesses, parents, and City staff. The City conducted meetings with various community groups who use our parks and recreational facilities, including senior residents, art groups, teenagers, and athletic associations. Feedback from residents continues to shape the plan and will be critical as the City moves forward with planning.
Cities do not typically invest in developing detailed design plans until funding for a project has been authorized. If the Parks Referendum question(s) pass, more detailed drawings will be developed and available for public review, comment, and input before plans become final.

The Parks Referendum, if passed, will be the primary financial source for these improvement projects. The City will leverage referendum dollars to try and attract additional dollars through grant opportunities at the regional, state, and federal levels. Other financial contributions may include sponsorship and donations from local organizations and/or businesses.
As a part of Question 1, plans include creating a four (4) field youth baseball/softball complex behind the Hayes Community Center by changing the configuration of four (4) existing fields that already exist. Reconfiguring the fields into a wheel-style layout is desired by youth baseball/softball to improve the experience of those players and spectators. The fields would have covered dugouts, scoreboards, irrigated turf, and approximately 240-foot outfield fences. They would be lighted for evening games/practice, which would increase the number of games/practices that can be played without purchasing more land or building more fields.
The State Legislature passed Amara's law in 2023. The law places a ban on the non-essential use of poly-fluoroalkyl (PFAS) beginning in 2032. Based on the fact that most, if not all, synthetic turf contains PFAS, the City isn’t interested in installing a product that is planned to be banned in the near future. If a synthetic turf product is proven to not contain PFAS the city would consider the product. Installing synthetic turf is advantageous to youth baseball/softball to allow for earlier access in the spring, more games to be played, fewer cancellations because of weather conditions, and less regular maintenance by park maintenance crews.
Question 1 of the Parks Referendum would provide funding for an inclusive playground, splash pad, a new building/shelter with restrooms, and new courts for basketball, volleyball, tennis, pickleball, ecuavoley, and other improvements. If Question 1 passes the existing community pool and building will be removed. Question 2 allows voters to consider the replacement of the community pool and pool building. If Questions 1 and 2 pass, Redwood Park would have an inclusive playground, a new community pool, a new building/shelter supporting the inclusive playground and community pool, and new courts for basketball, volleyball, tennis, pickleball, ecuavoley, and other improvements.
The City of Apple Valley partners with the Apple Valley Arts Foundation to host the popular Music in Kelley Park concert series. The popularity of the concert series supports a slightly larger venue that will improve the experience of both the performers and concertgoers. With an improved Kelley Park, it is envisioned that additional concerts and events such as festivals, movies in the park, community theatre opportunities, private party rentals, etc., can take place.

If the Parks Referendum passes, City leaders will work to develop specific plans for each of the proposed projects. There will be public meetings scheduled for residents and neighbors to review plans before making final decisions. Improvements will likely begin in the spring of 2024 on some of the smaller projects (i.e. playgrounds, courts, trails). Some of the larger projects (Community Center, Aquatic Center, Redwood, Kelley) would take more time to plan, bid, and hire contractors. Overall, it will take three to five years to finish all the proposed projects.
If the Parks Referendum isn't approved, City leaders would consider various options, including an increase in property taxes, to support needed projects that are focused on safety. Many of the projects being proposed would not happen, or there would be significant delays in making improvements. City Council members believe that residents should have the opportunity to decide whether a Parks Referendum is the best way to fund these improvement projects.

Due to the large number of bicycles recovered in the City each year, the City introduced this new program to help match up recovered bikes with their original owners. The program consists of residents registering their bikes in with the Apple Valley Police Department. Each bike is then assigned an identification number and its owner supplied with a tamper-proof sticker to affix to the frame of the bike. The data is then entered on the police department's bike registration list. When a bike is recovered, the officer will check it for the identification sticker and based on that number, be able to search the database to find the owner. To register your bikes, please fill out the bike registration form (one form per bike please) and return it to the Apple Valley Police Department at 7100 147th St. W., or fax it in to (952) 953-2733. The Apple Valley Police Department provides fingerprinting to the public every Wednesday between 1-3 pm. No appointment is needed. The cost for Apple Valley residents is $10.00. The cost for non-residents is $20.00. (Cash or check as there is no card machine). We have the FD-258 cards if needed.

Neighborhood Watch is a national crime prevention program enlisting the active participation of citizens in cooperation with the Police Department to reduce incidents of crime. Simply put, you and your neighbors watch out for one another and report suspicious activity to the Police Department.

Business Watch is open to all who own, manage or work in an Apple Valley business. There are periodic meetings offering topics important to those in the business community. There is no charge.
The City of Apple Valley has barricades available for residents to use when closing off a public street for an event. Permission must be obtained from the Police Department, (952) 953-2700, prior to closing a street. After permission is received, arrangements for use of barricades are made through the Public Works Department. At all times the street must remain passable for emergency vehicles. Please note: No barricades are available for the Fourth of July holiday. Barricades must be reserved 24 hours in advance. The Public Works Department can be reached at (952) 953-2400 between the hours of 8:00 am. and 4:30 pm, Monday through Friday. Barricades can be picked up or dropped off at the Central Maintenance Facility, 6442 140th St. W., between the hours of 8:00 am and 2:00 pm, Monday through Friday. Due to other obligations, City of Apple Valley employees are unable to assist citizens in the delivery or loading of barricades. Residents are required to sign in at the Central Maintenance front desk when picking up and dropping off barricades. Please bring your permission letter from the Police Department with you.
Mailbox damage must be reported to the Public Works Department prior to May 1 of the current year to qualify for repair or reimbursement. Mailboxes which do not comply with U.S. Postal specifications or are damaged due to snow deposited from plows (versus being hit by city snow removal equipment) will not be replaced. The city does not take responsibility for damage to media or paper boxes and does not repair them.
